Foremost Response is proud to announce the strategic acquisition of Victory Defense Consulting for the purpose of offering specialized and dedicated training programs to our clients and others. We are equally proud to announce that William (Bill) Vinelli is also joining our ranks to lead the Training Services Division.

Victory Defense Consulting (VDC) will continue to keep its name as the dedicated training division for Foremost Response, Inc.

Bill Vinelli brings a wealth of knowledge and some terrific programs to the training division. Bill has 15yrs of active Federal Law Enforcement experience and is currently still an active Law Enforcement Officer at Ft. Carson, CO. Bill served 11 years with the Federal Bureau of Prisons and was a member of the SWAT for all 11 years. Bill left the Federal Bureau of Prisons after 9-11 and joined the Federal Air Marshals program. His firearms knowledge and instructor experience allowed him to quickly be identified as an asset and he was selected as the firearms instructor for the Federal Air Marshal’s Denver Field Office. Then he was selected as a dedicated Firearms Instructor to support the Federal Air Marshals Firearms program. Currently Bill is a Patrol Supervisor for the Ft. Carson Police Department and is responsible for the Self Defense/Arrest Control training program for both the Police Department and the Contract Security Force for the base. Additionally, he is the Chief Firearms Instructor for the Police Department.

Victory Defense’s specialties will involve custom firearms training, self defense, and tactical programs for Law Enforcement, Military Units, and active Operators. There will also be programs specifically designed to meet the needs of the public, contract security firms, and individuals seeking to increase their skill sets.
